Hello, and thank you for your question.
This is a bit of a tricky question to answer. The sentence fragment doesn't make sense on its own as it isn't complete. The only adjustment I might make to this fragment is to add 'I was'. So it would look like follows: 'While I was walking to the park'.
But the fragment needs to be completed in order to make sense. For example: While walking to the park, I came across some money lying on the ground'. Or: 'While I was walking to the park, my mom was baking a cake at home'.
